At first, the PATH was wrong, but after editing it ( sudo nano /etc/paths) and re-pointing it, I now can access Java via the command-line ( java -version now works). BUT the OS X System Preferences won't launch Oracle's Java Control Panel. I'm running Apple OS X 10.8.2 (Mountain Lion) on a Mac Pro and just installed Java 7u13.
